RE-SIGNED - Atlanta Hawks (8/8/2008)
1. Josh Smith
Hoops IQ says:
Although Josh Smith may not be the biggest name on the free agent market he earned the top spot on the HoopsIQ free agent list. Smith is a tremendous athlete who is capable of putting up impressive numbers in nearly every statistical category. Plus, at age 22 Smith is still incredibly young. The Atlanta Hawks appear prepared to match any contract offered to Smith, but with Josh Childress also on the free agent market we do not expect both to be back in Atlanta next season.

2. Baron Davis
Hoops IQ says:
When Baron Davis is healthy he's one of the best point guards in the NBA. He's a multi-dimensional player who has the ability to take over a game by creating for himself and his teammates. Our only concern is his health. He played in all 82 games last season for Golden State, but has struggled to stay healthy throughout his career. From the start of the 2002-03 season through the completion of the 2006-07 season, Davis missed a combined 130 games.

3. Gilbert Arenas
Hoops IQ says:
Arenas is an unique player both on and off the court. His unbridled personality and idiosyncratic nature has developed a cult-type following across NBA fandom. He is an absolute cold-blooded scorer, who thrives on late game heroics. He's a Hoops IQ favorite, but his two knee operations have us concerned about his future. Can he return to the form that made him one of the most exciting players in the league?

4. Elton Brand
Hoops IQ says:
When we think of players who bring their hard-hats to the game each night, Elton Brand is usually on top of the list. Brand embodies the blue-collar mentality by battling and scraping in the paint on a game-by-game basis. A career 20 point and 10 rebound a night guy, Brand has played most of his career in relative anonymity with the Los Angeles Clippers. We don't expect last season's Achilles injury to be much of a factor moving forward.

5. Andre Iguodala
Hoops IQ says:
The exodus of Allen Iverson and the arrival of Andre Miller provided Iguodala the opportunity to become the primary offensive option in Philadelphia, and he's flourished in that role. Iguodala is an amazing athlete and might be the best in-game dunker currently playing in the NBA. He led the young Sixers in scoring last season with 19.9 a night, but needs to continue to develop his shooting touch from the perimeter.

6. Antawn Jamison
Hoops IQ says:
At age 32 Antawn Jamison is coming off what could be considered the best season of his career. He's a smooth shooting power forward who has three point range on his jump shot, but can also score with his back to the basket. On the defensive end of the court Jamison could be considered a positional defender, but an above average rebounder. He average 10.2 rebounds per game last season raising his career average to just under eight a game.

7. Jose Calderon
Hoops IQ says:
It is unfortunate, but quite often one man's loss or injury leads directly to another man's gain. TJ Ford's gruesome head and neck injury against Atlanta in December paved the way for Jose Calderon's jump onto the national stage. Calderon made the most of his opportunity by dishing out 8.3 assists per game while leading the league with an impressive 5.38 assist-to-turnover ratio. If you combine the assist-to-turnover ratio with his shooting percentages, Calderon could very well be the most efficient player in the league.

RE-SIGNED - Charlotte Bobcats (7/29/2008)
8. Emeka Okafor
Hoops IQ says:
Emeka Okafor struggled with injuries throughout his first two seasons in the NBA, but played in all 82 games last season. Statistically there may not be a more consistent player in the NBA, the lone exception being his field goal percentage. Although, his FG percentage continues to rise his shots attempts per game have declined in each of his three years in the league. Is that a leading indicator or simply meaningless statistical trend?

RE-SIGNED - Golden State Warriors (7/24/2008)
9. Monta Ellis
Hoops IQ says:
Monta Ellis is a product of the Golden State system! He's a terrible three point shooter! He's too small...etc. While some of that might be true there is no denying his impact on the off-guard position. Ellis is not the first under-sized shooting guard to play the “combo guard” position, but he's made the idea trendy again in the NBA. Most of the point guards selected in the 2008 NBA Draft are shoot-first players who fit into the “combo guard” category. Don't be surprised to see many of them fail, Ellis is a special player who makes playing the hybrid “combo guard” position look easier than it is.

10. Corey Maggette
Hoops IQ says:
It's no secret that Corey Maggette wanted out of Los Angeles, or rather out of a Clippers uniform. He tried to leave as a restricted free agent during the summer of 2003, but the Clippers matched Utah's offer. Five years later he finally gets his wish. Maggette is a solid all around player who is extremely difficult to guard off the dribble. His combination of size and quickness, plus a willingness to absorb contact around the basket results in layup, dunks and a parade to the free throw line. Some question his desire to play through nagging injuries, but could that be a result of his unhappiness as a Clipper?

11. Luol Deng
Hoops IQ says:
Luol Deng seemed poised to burst into the national spotlight following his impressive 18.8 PPG and 7.1 RPG sophomore season in the NBA. Even Kobe Bryant was on board last summer, referring to Deng as his “Scottie Pippen” when asked about his interest in playing for the Chicago Bulls. Unfortunately, this season was a disappointment not only for Deng, but for the entire Chicago Bulls roster. We think Deng will bounce back, but there are certainly more questions about his game now than this time last summer.

12. Andris Biedrins
Hoops IQ says:
Andris Biedrins is young, athletic and shows potential, but it's difficult to accurately determine how much of his statistical production is a result of Golden State's up-tempo system. For example, he averaged just under under 28 minutes a game last season, yet only shot the ball seven times a night. That's not many touches for someone considered a second-tier free agent, especially when you factor in his 3.5 offensive rebounds a night. Our question is: can he score when plays run through him on the low block, or is he a guy who will continue to get his points off broken plays and offensive put-backs?

13. Ben Gordon
Hoops IQ says:
Ben Gordon suffered slight regressions in nearly every statistical category last year. Although his play was far from terrible, he did take a step back from where most believed his game was heading. This created an over-reaction by some, leading to questions about his shot selection and motivation. However, when all is said and done, the real question surrounding Ben Gordon is: can he start in the NBA as a shooting guard, or is he better as an offensive spark off the bench? The answer to that question holds significant financial ramifications for Ben Gordon.

14. James Posey
Hoops IQ says:
While we appreciate James Posey's defensive intensity and his leadership, we also realize that his game does have certain limitations. Sorry, Van Gundy it's true. Quick side-note. How was Jeff Van Gundy able to find more positive things to say about Posey at the NBA Draft? What was left to be said that wasn't already said during the NBA Finals? He's a great defender who isn't afraid to get under his match-ups skin, and is an excellent three point shooter. He should receive at least the full mid-level exception, and find himself on a contender again next season.

Hoops IQ says:
Josh Childress is not flashy and he won't make many appearances on the highlight reel, but he's long, athletic and understands how to play the game of basketball. At 6'8” Childress has the ability and is versatile enough to play both forward positions and off guard. He's an above average on ball defender and plays passing lanes well because of his length and athleticism. Offensively, Childress plays the game efficiently, shooting 57.1 percent from the floor and 80.7 percent from the free throw line. We believe his game would blossom on a veteran heavy team.

16. Ricky Davis
Hoops IQ says:
We like Ricky Davis' game, but it seems the common perception of Davis is that of a selfish player and a mediocre teammate. While we have no first hand knowledge to prove or dis-prove those sentiments we feel as though his game is severely devalued. In six of his ten years in the NBA Davis has averaged over 30 minutes a night. In those six seasons he's posted numbers of 16.8 points, 4.2 rebounds and 4.1 assists per contest, and more than a steal a game. The numbers are undeniable, but most will point to the “someone has to put up numbers on a bad team” school of thought when speaking about Davis. However, in the right situation we think he could be a valuable addition.

Despite averaging more than 12 points and 5.5 rebounds a game over the past two season Ryan Gomes continues to fly under the radar. We realize that the NBA markets and thrives on superstar athletes making spectacular plays, but it's tough to understand why quietly productive players go unnoticed. Although he might never average 20 points or 10 rebounds a game for an entire season, he will provide consistent effort and production on both ends of the court.

Can we get a show of hands? After Beno Udrih was traded from San Antonio to Minnesota for a second round pick, then released by the Timberwolves; how many of you thought he would post career numbers in 2007-08? While in San Antonio Udrih never averaged 6 points per game, nor did he ever finish a season with more than a 1.9 assist per game average. It just goes to show you that a players worth or performance is greatly affected by their team, system and situation. Udrih averaged 12.8 points and 4.3 assists per game last season and should be compensated nicely for his improved play.

Hoops IQ says:
When you think of players around the league who enjoy shooting the basketball, the first names that come to mind are Allen Iverson, Kobe Bryant, Michael Redd, and Vince Carter, but don't forget about JR Smith. Since his arrival in Denver, Smith is averaging just under one shot attempt for every two minutes played. While that number is on the high side what makes it impressive is the fact that he's doing that with Allen Iverson and Carmelo Anthony also on the roster. There may not be a player in the league with a higher shot to touch ratio. When Smith gets the ball there is a very good chance a shot is going up.

It seems the national media has already anointed Louis Williams the point guard of the future in Philadelphia. However, every report we've seen from the Sixers organization indicates they view Williams more as a combo guard or shooting guard than a true point guard. Can he develop into a starting point guard? Possibly, but why force the matter when you have Andre Miller, a proven veteran and team leader already manning the position? We hope the 76ers allow Williams the opportunity to concentrate on what he does best, score.

He shot the ball relatively well his first year with the Suns, but he struggled mightily throughout his second season in Phoenix. However, he bounced back last season in Portland with the best year of his career. It appears Jones would like to stay in Portland, but the Blazers' roster might be too deep for him to return.

34. Carlos Delfino
Hoops IQ says:
Carlos Delfino showed flashes of brilliance while in Detroit, but the Pistons' roster was too deep for Delfino to receive consistent minutes. At 6'6” Delfino is a very good ball handler and he can create for himself and others off the dribble. Although, the Raptors encourage three point shooting we feel he's more efficient when he gets to the basket. Defensively, Delfino can hold his own, and he may be one of the better international players on that end of the court.

35. Mickael Pietrus
Hoops IQ says:
Mickael Pietrus was drafted by the Warriors because of his defense, but it's his offensive game that's earned him the most attention. Unfortunately, because of his injuries and Golden State's depth on the perimeter Pietrus has never seen consistent minutes. His shooting skills fall into the perplexing category of players who shoot at a high percentage from the three point line (.353), yet below average from the free throw line (.662).

36. Chris Duhon
Hoops IQ says:
Chris Duhon proved to be a solid back-up point guard in Chicago, but is he capable of holding down a starting job? In the 18 games he started last season for the Bulls, he posted numbers of 6.5 points and 5.7 assists per game. However, he shot a dismal 32 percent from the field as a starter. We understand that he's a good shooter from distance, but our concern is directed towards his inability to create easy shots for himself. Can you start as a lead guard in the NBA without the ability to break teams down off the dribble?

37. Eddie House
Hoops IQ says:
Not only is Eddie House is an excellent shooter, but last season he proved he has the ability to play some minutes at lead guard. While we doubt that any team will be interested in him as a starter, he's a fantastic player to bring off the bench. Very few players in the league, if any heat up faster than Eddie House, from the moment he steps on the court his shot is ready to go.

New Orleans Hornets (Unrestricted)
38. Bonzi Wells
Hoops IQ says:
Bonzi Wells is an enigma. He's a decent shooter, but his offensive advantage is in the post with his back to the basket. However, most teams do not run offensive systems that provide the opportunity or flexibility to take advantage of this asset. Therefore, Bonzi's greatest offensive attribute is frequently ignored. Defensively, Wells displays quick hands and is often among the league's top producers of steals. Unfortunately, despite his multiple skills he remains one of the NBA's most inconsistent players.

39. Jannero Pargo
Hoops IQ says:
We were shocked to hear about Jannero Pargo's decision to decline his player option for the 2008-09 season. Although, he played well last season in New Orleans we struggle to see him as a starting point guard. Instead, we view him as a nice change of pace player who can play minutes at both guard positions depending on the match-up. He quick enough to consistently get to the basket and is a capable three point shooter, but can he manage a game and run a team?

40. Brent Barry
Hoops IQ says:
The last slot on our free agent list came down to one question: how much does Brent Barry or Michael Finley have left? We think Barry has slightly more value, or at least has more desire to play so he earned the final spot on our free agent list. Barry a one time winner of the slam dunk contest has altered his game enough to remain productive despite losing much of his athleticism. Over the course of his career he's turned himself into one of the most consistent three point shooters in the league.
